A. Pre-tourament Team check-in:
All teams are required to check in on Friday 1 August at tournament headquarters at Hallowing Point Park between 3PM-9PM. Please bring and present the following:
1. Original and 3 copies of your State or US Club Soccer roster, and permission to travel if required*
2. Player cards for each rostered player and managers and coaches cards. Cards shall be checked against the official roster.
3. A player may only be rostered to one team for the Regional or National Tournament.
4. Medical treatment authorizations (medical releases) for each player
Pre-ordered T-shirts should be available for pick-up at registration.
B. Pre-Game Check-In Procedures:
1. Twenty (20) minutes prior to the start of each game, the coach shall present his team to the referee for check-in. The referee shall check player cards against the individual players and team roster.
2. Cards shall be held by the referee or his designee and returned to the coach at the end of the game, except for any red cards, which shall be given to the field marshal. Red cards shall be turned in to the scorer’s tent, and held until the player has sat out the required game.
3. In the case of other disciplinary matters, the player’s card shall be held by the Competition R&D Director until the matter is adjudicated by the Tournament Discipline Committee.
4. All cards shall be returned to the coach at the end of the tournament, unless a questionable card has been confiscated by the Competition Director or his designee, or an allegation of misconduct against a game official has be filed.

*Out of state teams (that are not US Club Soccer teams) must have a Permission to Travel Form signed by their association. The only exception is some teams from Region 1 (see details below)
1. Region 1 Policy Regarding Application To Host A Tournament
Region I has established the following policy concerning permission to travel when attending USYS sanctioned tournaments in Region I. The purpose of this policy is to make it as simple as possible for the US Youth Soccer Region I teams to travel to tournaments within Region I.
The new policy states that any USYS State Association teams within Region I that is accepted into a tournament in Region I do not need permission to travel papers. Permission to Travel is not required in friendly games within Region 1. Note (**) is to be taken on the two (2) states that have an exception to this policy (Connecticut & New Jersey).

3. Note: Teams that play in the Washington Area Girls Soccer League (WAGS), National Capital Soccer League (NCSL), and Old Dominion Soccer League (ODSL) are Region 1 teams and DO NOT need permission to travel forms.
